・ The "Kitaakita City Disaster Prevention Map (Web version)" (hereinafter referred to as "this site") allows users to view predicted areas of danger in floods (estimated levels of inundation) and landslides in Kitaakita City on their personal computers and smartphones.
・ The supported browser of this site conforms to the "base guidance service" provided by Zenrin Datacom Co., Ltd. The site can be displayed on other browsers, but some functionality may be limited.
・ Data on each dangerous area, feature, administrative district boundary, etc. on this site is summarized for public use, and there may be some errors.
・ The data on each dangerous area on this site is predicted based on certain conditions, and may be exceeded in the event of an actual disaster.
・ Maps and images displayed in the background of this site and other map contents are subject to Zenrin's Terms of Service. In addition, map content does not indicate the use of land or land boundaries.

＜Map Terms of Use＞
Please be sure to read the following terms before using the map data provided by this site (hereinafter referred to as "data"). The following terms are the conditions of the contract regarding the use of data between the users of this site (hereinafter referred to as "users") and Kitaakita City. Please use the data only if you agree to all of these terms. Furthermore, if you use the data, you are indicating your agreement to these terms.

Article 1 (Data copyright and license)
1. The copyright of the data belongs to Zenrin Co., Ltd. and any third parties to whom the rights have been granted.
2. Kitaakita City grants the following rights to users within the scope of private use stipulated in the Copyright Law. In addition, the user does not acquire any rights other than these with respect to the data.
(1) to browse the data displayed on this site with a web browser
(2) to print out the data displayed on this site on paper media (the data printed out in accordance with this item is hereinafter referred to as a "result of reproduction")

Article 2 (Matters to be observed)
The user shall comply with the following matters.
(1) Except in the cases expressly permitted in the preceding article, data may not be duplicated (including printing), transcribed, extracted, altered, modified, adapted, transmitted or otherwise, in whole or in part, regardless of method.
(2) Use of data (including duplicates, outputs, extractions or objects of other uses in whole or in part) shall not be granted to third parties, with or without compensation, and regardless of whether by transfer, license, transmission or other method.

Article 3 (Warranty)
Users acknowledge that the data may not necessarily meet the user's purpose or requirements, nor be entirely accurate or complete, and that, even in such cases, Kitaakita City is not responsible for data exchange, repair, refund or other responsibilities.

Article 4 (Suspension of this site, etc.)
1. Kitaakita City may temporarily suspend all or part of this service when performing maintenance and inspections of this site on a regular basis.
2. Kitaakita City may temporarily suspend operation of this site in whole or in part without prior notice to the user if any of the following items apply.
(1) in cases of urgent maintenance / inspection of this site
(2) when the operation of this site becomes impossible due to accidents such as fires and power outages, natural disasters such as earthquakes and floods, wars, riots, labor disputes, etc.
(3) when Kitaakita City determines that the operation of this site needs to be temporarily suspended due to operational or technical reasons
(4) when this site cannot be operated due to system failure
3. Kitaakita City may terminate the operation of this site at the discretion of Kitaakita City.

Article 5 (General conditions)
The Terms of Use shall be governed by and construed in accordance with Japanese law, without regard to conflict of law principles.

Article 6 (Language)
These Terms of Use shall be created and executed in Japanese.

＜Information about floods＞
・ The Areas at Risk of Inundation are designated by the Ministry of Land, Infrastructure, Transport and Tourism and Akita Prefecture as the area where inundation is expected in cases of river overflow due to the presumed maximum extent of possible rainfall in each river. In addition, they are areas of inundation based on embankment overflow, and do not account for inland flooding.
・ Rainfall, which is the premise of calculation
Yoneshiro River, Osarube River, Tsuzureko River, Ani River, Koani River (24-hour total rainfall of 254mm in the Yoneshiro River basin)
Komata River; downstream of Mt. Moriyoshi Dam (24-hour total rainfall of 362.5mm in the Mt. Moriyoshi Dam basin)
・ Depending on how it rains and the condition of the land, flooding may occur in uncolored places, or the actual flood depth may differ from the depth displayed on the map.
・ Overflow from rainfall exceeding expectations is not shown, so inundation may occur even in areas not designated as inundation areas. In addition, countermeasures may be implemented and the expected inundation depth may differ from the actual one.

＜Information on landslides＞
・ Landslide Special Alert Areas and Landslide Alert Areas are based on the "Act on Promotion of Landslide Prevention Measures in Landslide Areas" (commonly known as the “Landslide Prevention Law”) are areas where inhabitants may be harmed in event of a cliff collapse or debris flow. These areas were investigated and designated by Akita Prefecture.
・ In the future, new locations may be added in second-round of surveys, changes in the conditions of cliffs, etc., and areas may change due to collapse prevention work.

＜Others＞
・ Any changes to the information will be announced on the city homepage as they occur.
・ Due to the nature of the system, it is not appropriate to judge the situation of each household based only on the information on this site.

＜利用条件＞
・「北秋田市防災マップ（Ｗｅｂ版）」（以下、「本サイト」という。）は、利用者がパソコン・スマートフォン上で、北秋田市内の洪水災害（浸水想定）・土砂災害に関する危険予想箇所について閲覧することができるサイトです。
・本サイトのサポートブラウザは、株式会社ゼンリンデータコムが提供する「拠点案内サービス」に準じます。それ以外のブラウザでも表示できますが、一部の機能が制限される場合があります。
・本サイトの各危険箇所、地物、行政区境等のデータについては、公開用に概略化したものであり、誤差がある場合があります。
・本サイトの各危険個所データは、一定の条件に基づき予測されたものであり、実際の災害時は想定を超える可能性があります。
・本サイトの背景に表示している地図及び画像、その他地図コンテンツについては、ゼンリンの利用規約に準じます。また、地図コンテンツは、土地の利用若しくは土地の境界を示すものではありません。

＜地図利用規約＞
本サイトにより提供される地図データ（以下、「データ」という。）のご利用前に、以下の規約を必ずお読みください。以下の規約は、本サイトの利用者（以下、「利用者」という。）と北秋田市とのデータの利用に関する契約の条件となります。本規約すべてに同意いただけた場合のみデータをご利用ください。また、データを利用された場合は本規約に同意いただいたものとします。

第１条（データの著作権及び使用許諾）
１．データの著作権は株式会社ゼンリン又はこれに権利を許諾する第三者に帰属します。
２．北秋田市は、利用者に対して、著作権法に定める私的利用の範囲内で、データについて以下の権利を許諾します。なお、利用者はデータについて、これら以外のいかなる権利も取得するものではありません。
(1)本サイト上で表示されたデータをＷｅｂブラウザで閲覧すること。
(2)本サイト上で表示されたデータを紙媒体に印刷出力すること（本号に基づき印刷出力したデータを以下「複製成果」という。）。

第２条（遵守事項）
利用者は以下の事項を遵守するものとします。
(1)前条で明示的に許諾される場合を除き、方法の如何を問わず、データの全部又は一部を複製（印刷を含む。）、転記、抽出、加工、改変、翻案、送信その他の利用をしないこと。
(2)有償・無償を問わず、また、譲渡、使用許諾、送信その他方法の如何を問わず、データ（その全部又は一部の複製物、出力物、抽出物その他利用物を含む）を第三者に利用させないこと。

第３条（保証）
利用者は、データは必ずしも利用者の使用目的又は要求を満たすものではなくまたすべてが正確かつ完全ではないこと及び北秋田市はこれらがあってもデータの交換・補修・代金返還その他の責任を負わないことを了承するものとします。

第４条（本サイトの停止等）
１．北秋田市は定期的に本サイトの保守・点検を行う際、一時的に本サービスの全部又は一部を中断することができるものとします。
２．北秋田市は次の各号の何れかに該当する場合は、利用者に事前の通知をすることなく一時的に本サイトの運営の全部又は一部を中断することができるものとします。
(1)本サイトの保守・点検を緊急に行う場合。
(2)火災・停電等の事故、地震・洪水等の天災、戦争、暴動、労働争議等により、本サイトの運営が不可能となった場合。
(3)北秋田市が、運用上又は技術上やむを得ず本サイトの運営一時中断が必要であると判断した場合。
(4)本サイトの障害等により、本サイトの運営ができなくなった場合。
３．北秋田市は、北秋田市の裁量によって、本サイトの運営を終了することができるものとします。

第５条（一般条件）
利用規約は、日本の法律に準拠し、同法に従って解釈されるものとしますが、法の抵触に関する原則を参照するものではありません。

第６条（言語）
この利用規約は、日本語で作成及び実行されるものとします。

＜洪水に関する情報＞
・浸水想定区域は、各河川で想定し得る最大規模の降雨により河川が氾濫した場合に浸水が想定される区域を国土交通省及び秋田県が指定したものです。なお、あくまで堤防を越水する浸水区域であり、内水氾濫は含みません。
・算出の前提となる降雨
　米代川、小猿部川、綴子川、阿仁川、小阿仁川（米代川流域の２４時間総雨量２５４ｍｍ）
　小又川 ※森吉山ダム下流（森吉山ダム流域の２４時間総雨量３６２．５ｍｍ）
・雨の降り方や土地の状態によっては、着色されていない場所で浸水する場合や、実際の浸水深が地図に表示した深さと異なる場合があります。
・想定を超える降雨による氾濫は示していませんので、浸水想定区域に指定されていない区域においても浸水が発生する場合があります。また、対策工事が実施され、想定される浸水深等が実際とは異なる場合もあります。

＜土砂災害に関する情報＞
・土砂災害特別警戒区域及び土砂災害警戒区域は、「土砂災害区域等における土砂災害防止対策の推進に関する法律」（通称、土砂災害防止法）に基づき、がけ地の崩落や土石流が発生した場合に住民に危害が生じる恐れのある区域として、秋田県が調査・指定した区域です。
・今後、２巡目調査などで新規の場所が追加となる場合や、がけ地等の状況の変化、崩落防止工事などにより区域が変更となる場合もあります。

・情報に変更があった場合は、随時、市ホームページでお知らせします。
・システムの性質上、本サイトの情報だけで、各家庭等の状況を判断することは適切ではありません。
